Korean National Peace Committee on "Chain Reaction theory"

Dear friends,

Warm greetings from Korean Committee for Solidarity with the World People!

We are sending this letter in connection with the fact that the U.S. is now spreading in countries around the DPRK the rumour that “chain reaction” may occur in Japan and south Korea unless the DPRK’s access to nukes is checked.

This, namely, means that if the DPRK possesses nuclear, Japan and south Korea will be able to equip themselves with nuclear arms because they apprehend “threat”.

It is none other than sophistry with intention to put collective pressure upon the DPRK.

Japan and south Korea have long been under the U.S. “nuclear umbrella”.

The U.S. “nuclear umbrella” is the firm pledge that if the U.S. ally is attacked with nuclear weapon by other country, the U.S. will retaliate with its nuclear weapon and the institutional device to implement the pledge.

Japan has been provided with the U.S. “nuclear umbrella” more firmly since 1964 when China conducted its first nuclear test.

Then Japan made a noise that China ’s access to nuke was the “threat” to it like it is fastening upon the DPRK now, and as a result, the U.S. “nuclear umbrella” for Japan was further strengthened.

South Korea was pursuing to develop nukes keeping it secret from the U.S. but detected and checked in 1970s, and instead of abandonment of the development of nukes, it was provided with the U.S. “nuclear umbrella” further firmly.

Recently, the U.S. has declared that it supply Japan and south Korea with the “expanded deterrent”.

“Expanded deterrent”, as a further detailed and formalized concept of “nuclear umbrella”, means that in case that Japan and south Korea are attacked with nukes the U.S. will strike retaliation blow with its all strategic nuke on a level with nuclear attack against its mainland.

Nobody believes that Japan and south Korea who are under the “nuclear umbrella” of the U.S. who has the largest number of nukes in the world are suffered from “nuclear threat”. Furthermore, the U.S. troops are stationing constantly, the U.S. nuclear armed warships and aircrafts are visiting regularly and waging nuclear war exercises continuously in and around Japan and south Korea .

All these facts are proving that Japan and south Korea themselves are practically armed with nuclear weapons.

But quite different is the case with the DPRK.

The DPRK has never been provided with any nuclear umbrella by others to cope with the U.S. nuclear threat.

In era of the former USSR there existed the “DPRK-USSR Treaty on Friendship, Cooperation and Mutual Aid” but there was no promise that the Soviet Union would retaliate with its nuclear weapons if the DPRK were attacked by the U.S. nukes.

Further more, with the collapse of the USSR the Treaty disappeared and now there no exists any legal duty on mutual aid in emergency between the DPRK and Russia .

The treaty on friendship, cooperation and mutual aid between the DPRK and China itself was signed when China was a non-nuclear state, so it has no connection with provision of “nuclear umbrella”.

Moreover, we can say China is maintaining the policy of “minimum nuclear deterrence” to safeguard only itself.

In fact, China ’s current nuclear forces are not enough to defend other country and, especially, it cannot be balanced with the U.S. nuclear forces which threat the DPRK in reality.

Finally, only the DPRK’s territory had remained as a nuclear-void zone on the Korean Peninsula and in the Northeast Asia which are covered with nuclear weapons and umbrellas.

Only danger of nuclear war will increase when one of the two hostile parties is armed with nuclear weapons or protected by a “nuclear umbrella” while the other remains defenseless, having none of them.

The DPRK’s access to nukes is the unavoidable measure to defend security of the country and supreme interests of the nation to cope with realization and growing danger of the U.S. nuclear threat to the DPRK.

Conclusively, who push the DPRK to the nuclear arms is none other than the U.S. and the nuclear confrontation on the Korean Peninsula is the one between the DPRK and the U.S. thoroughly.

The DPRK’s access to nukes helped keep a nuclear balance in Northeast Asia even in the least, thus making it possible to deter a war.

The arithmetic logic that Japan and south Korea may go nuclear armament because the DPRK has had nukes is an expression of ignorance of those who are utterly insensitive to the reality, or a part of clumsy psychological plots against the DPRK’s access to nukes.

We expect that you who love justice and peace will look at the situation in Northeast Asia correctly and pay deep attention to the Korean people in their struggle for peace and security on the Korean peninsula, in Northeast Asia and the rest of the world.
