ASSPUK, JISGE and UK KFA on the 96th anniversary of the March 1st Popular Uprising

            The Association for the Study of Songun Politics , Juche Idea Study Group of England and the UK Korean Friendship Association issued the following joint statement on the occasion of the 96th anniversary of the March 1st popular uprising in Korea
             The March 1st popular uprising of the Korean people was a heroic act of mass resistance to the barbaric imperialist colonial rule of Japan . It was the result of the bitter resentment of the Korean people towards imperialist Japan which had annexed Korea some 9 years in 1910 after long coveting the land of Korea and planning to seize it by hook or by crook. The March 1st popular uprising was a just uprising against oppression and exploitation by Japanese imperialism.
           The reactionary Japanese imperialists brutally suppressed the  uprising by force killing many innocent people. A total of 7 500  people were killed, 46 900 arrested and jailed and 15 900 wounded. This shows the gruesome barbarity of the samuari wielding bloodlthirsty Japanese imperialists.
                                                 
                                        Japan has never apologised for its crimes nor has it paid reparations to the Korean people. Instead top Japanese politicians visit the shrine of the war criminals. . Japanese imperialism is planning to make a comeback in Korea. It has laid claims to Tok Islet in south Korea. Japan also dominates the south Korean economy and jointly exploits south Korea with US imperialism . Japan is repressing ethnic Korean nationals within its borders .
                         Although the March 1st popular uprising was brutally suppressed by the Japanese imperialists the independent spirit of the heroic up-risers is alive . Today that spirit of independence is represented by the Juche idea and the anti-imperialist Democratic People's Republic of Korea led by the dear respected leader Marshal Kim Jong Un, outstanding anti-imperialist leader of our epoch. South Korea remains a colony of the US. True to the spirit of the March 1st Uprisers it must become independent.

    Our  organisations, the ASSPUK, JISGE and UK KFA, believe that Japan should apologise to the Korean people and compensate them for its crimes . Moreover Japan should take its hands off Korea and keep out ! Forward to a totally independent reunified Korea free from US imperialism and Japanese

C.C., DFRK Sends Appeal to Compatriots in South

 Pyongyang, March 1 (KCNA) -- The Central Committee of the Democratic Front for the Reunification of Korea issued an appeal to the compatriots of the south on Sunday, the 96th anniversary of the March 1 Popular Uprising.
    The appeal said that the uprising was a nation-wide anti-Japanese patriotic resistance as Koreans courageously turned out in the struggle of justice to win back the dignity of the nation and the sovereignty of the country after it was deprived of its sovereignty by the Japanese imperialists' brutal occupation.
    Through the heroic March 1 Popular Uprising, the Korean nation demonstrated before the whole world that it was the nation strong in independence with indomitable stamina and ardent patriotic spirit of braving any sacrifice to win back the sovereignty of the country, the appeal said, adding:
    But the gangster-like U.S. imperialists, which had landed in south Korea, partitioned the land of golden tapestry into two parts, though the Korean nation was delighted at the liberation of the country and rejoiced over the building of an independent and sovereign state.
    Violation of sovereignty by foreign forces and pain caused by national division should neither be tolerated nor be allowed, the appeal said, and went on:
    The U.S. persistent domination and intervention in south Korea are the root cause of all misfortunes and pain suffered by the Korean nation and a basic stumbling block in the way of achieving the nation's sovereignty and reunification.
    The U.S. is neither "liberator" and "helper" nor "guardian".
    Today the north-south relations are inching close to the extreme confrontation and the dark clouds of a nuclear war hang heavily over the Korean peninsula. This is also a product of the U.S. long-term presence and domination over south Korea and its hostile policy toward the DPRK.
    The south Korean authorities should resolutely drop their shameful sycophancy and treachery and get rid of the U.S. control, clearly aware that their persistent act of keeping to the path of confrontation and war in collusion with outsiders with their backs on the nation will bring destruction only.
    The appeal said that the final victory of the just sacred war of the Korean nation against the U.S. and the cause of Korea's reunification are certain to be achieved as long as there are the great leadership firmly defending the dignity and sovereignty of the nation, the invincible Songun banner and the great programmes for national reunification indicating the way ahead of the fellow countrymen. -0

KCNA Commentary Ridicules U.S. Red Herring


    Pyongyang, February 28 (KCNA) -- The U.S. is now busy building up public opinion to divert elsewhere world's focus on its arms buildup and building of missile shield in the Asia-Pacific.
    Frank Rose, U.S. assistant secretary of State for Disarmament, said at the U.S. Federation of Scientists on Feb. 20 that the U.S. missile shield is aimed to defend the U.S. mainland from inter-continental ballistic missile attacks of north Korea and Iran, not to deter China and Russia. Now the U.S. has neither capability nor intention to intercept huge modern missiles of China and Russia, he added.
    High-ranking officials of the U.S. are vying with each other in blustering as regards the deployment of THAAD in south Korea that it would not affect the strategic stability of China and Russia because it is a defensive one targeting medium- and short-range ballistic missiles of north Korea and, therefore, there is no need for China and Russia to react to the deployment in a oversensitive manner.
    Vincent Stewart, director of the U.S. Defense Intelligence Agency, and the director of the operation department and the acting director of the intelligence department of the U.S. Joint Chiefs of Staff in a joint written answer noted that north Korea's sustained development of nuclear weapons and missiles are posing a serious threat to the U.S. and its allies.
    This fully revealed the baseness and shamelessness of the Obama administration as what they asserted is nothing but a smokescreen to sacrifice small countries while refraining from accusing big countries.
    It is foolish, indeed, for the U.S. to calculate that it can divert elsewhere the international community's attention with such poor rhetoric though it is diverting the focus of its strategy in the new century to the Asia-Pacific and pushing forward the scenario for carrying out its new hegemonic strategy in real earnest.
    The strategic position of the Asia-Pacific whose importance is increasing day by day is giving further momentum to the Obama administration's hegemonic ambition.
    The U.S. is massively beefing up its forces in Northeast Asia and the Asia-Pacific to contain big powers in the region.
    It decided to forward-deploy THAAD in its military base in south Korea while talking about "nuclear and missile threat" from the DPRK.
    It is the U.S. ultimate goal to build missile shields at various levels in the regions around Russia and China and make missile attacks on them from all sides in contingency.
    Secretary of State John Kerry, at a hearing on the State Department's budget for fiscal year 2016 of the International Relations Committee of the U.S. House of Representatives on Feb. 25, said it earmarked 1.4 billion U.S. dollars for executing the pivot to Asia policy of the present administration.
    The U.S. is building the largest-ever military bases in the region since the Second World War as part of the scenario for implementing the Asia-Pacific policy.
    For example, the project for expanding the U.S. military base is now under way in Phyongthaek of south Korea and the projects for expanding the bases for reinforcing and deploying U.S. Marines will be undertaken not only on Guam but in Iwakuni and Okinawa of Japan.
    The U.S. announced that it would keep maximum readiness in the region, regardless of budget. It will keep 60 percent of the U.S. naval force in the region on a permanent basis, continue deploying more than 300 warships or 60 percent of the naval warships in the Pacific and additionally deploy four submarines on Guam.
    It is giving spurs to improving the performance of the existing bombers and nuclear missiles, bolstering up intelligence-gathering, monitoring and reconnaissance capabilities and developing and deploying high-performance laser guns, unmanned tactical vehicles and ultra-speed striking weapons.
    It is laughing stock of the world to claim that all those moves are to cope with "threat" from the DPRK.
    Those countries in the Asia-Pacific region including big powers are strongly reacting to the U.S. moves to beef up its military muscle in the region, regarding them as a red light for strategic security. -0-

Let the Entire Party, the Whole Army and All the People Conduct a Vigorous Forest Restoration Campaign to Cover the Mountains of the Country with Green Woods-KIM JONG UN

In a few days' time we will be greeting the Tree-Planting Day, a meaningful day when the great President
Kim Il Sung kindled the flames of the movement of planting trees.
    Busy as he was leading the building of a new country after national liberation, the great leader climbed Moran Hill on March 2, 1946; seeing the mountains and rivers of the country damaged by Japanese imperialist colonial rule, he unfolded a far-reaching plan to turn all the mountains into thickly wooded places of people's resort by having trees planted in large numbers.
    Forests are precious resources of the country and a wealth to be handed down to posterity. Our country has been called a land of golden tapestry for the mountains thick with forests and the fields covered with beautiful flowers. However, as people have felled trees at random since the days of the Arduous March on the plea of obtaining cereals and firewood and, worse still, as no proper measures have been taken to prevent forest fire, the precious forest resources of the country have decreased to a great extent. As the mountains are sparsely wooded, even a slightly heavy rain in the rainy season causes flooding and landslides and rivers dry up in the dry season; this greatly hinders conducting economic construction and improving people's standard of living. Despite this, our officials have confined themselves to reconstructing roads or buildings damaged by flooding, failing to take measures for eliminating the cause of flood damage by planting a large number of trees on the mountains.
    At present, the forests of the country can be said to have reached a crossroads–whether to perish for ever or to be restored. We can no longer back off from the issue related with the forests. As long as the forests are left as they are, no one can claim that he is a master of the country nor can he speak about patriotism.
    Grieved for the decreasing forests of the country, the great General Kim Jong Il worked out a plan for covering the whole country with trees and flowers, and devoted great efforts until the last days of his life to translating it into reality. I cannot forget what he would say when he saw on the road of Songun-based leadership mountains bare of trees; he said it was also an aftermath of the Arduous March, earnestly instructing that we should plant a large number of trees of good species on the bare mountains so as to turn the misfortune into a blessing and hand down to the coming generations beautiful mountains thick with forests. We can never hand down to the coming generations bare mountains, earth piles.
    It is the unshakable determination and will of our Party to turn all the mountains into thickly-wooded "treasure mountains," into "gold mountains," within the coming ten years true to the intentions of the great President and General.
    The entire Party, the whole army and all the people should conduct a vigorous forest restoration campaign to make the mountains of the country thick with forests.
    Forest restoration is a challenging and complex undertaking of raising young trees, transplanting them and then cultivating them year in, year out in the face of harsh challenges of nature; it is a gigantic nature transformation project to turn all the mountains of the country into "treasure mountains," into "gold mountains." The forest restoration campaign is a war to ameliorate nature.
    What is important in conducting this campaign is to push ahead with forest planting and conservation simultaneously.
    We should bring about a sweeping revolution in forest planting.
    Forest planting should not be done in such a way as planting some trees ceremoniously on tree-planting days or transplanting fully-grown trees, as was done in the past. It should be done in the way of raising young trees in large numbers and enlisting all the people in transplanting and cultivating them.
    For effective forest planting, first of all young trees should be raised and supplied in sufficient numbers.
    Raising young trees is the first process of forest planting; success of the forest restoration campaign depends on how nurseries provide young trees. Nurseries are to a forest restoration campaign what munitions factories are to a war just as one cannot emerge victorious in a battle if he is not provided with ammunitions, so we cannot conduct the forest restoration campaign successfully if nurseries fail to grow young trees in sufficient numbers.
    The Central Nursery and other nurseries should mass-produce various young trees of good species.
    At the time when the country was in a very difficult condition, the General, with a far-sighted plan, had the Central Nursery built as a modernly-equipped producer of young trees, and bequeathed it to us as part of his legacy. The Central Nursery should raise the level of scientification, industrialization and intensification in growing young trees and overfulfil its production plan, thus taking a significant share in the forest restoration campaign.
    The nurseries in provinces should be renovated as well.
    They should be modernly equipped like the Central Nursery. Whatever the amount of investment, we should provide ample conditions for laying out the young tree production bases. Now at the provincial nurseries, greenhouses for raising young trees are not in good shape; they should be renovated. Modern greenhouses are essential to putting young tree production on a scientific, industrial and intensive footing. Each province should build a model greenhouse in conformity with the characteristics of growing young trees and their uses, and generalize it. The provincial nurseries should be provided with diverse material and technical conditions necessary for producing young trees in sufficient numbers.
    Nurseries should obtain seeds of good species, improve the fertility of young tree fields, introduce advanced growing methods in a positive manner and take all possible precautions against damage from blights and insect pests. The officials and employees there, fully aware of the important duty they assume in the forest restoration campaign, should strive to boost production in the same manner as they would display when making bullets and shells for those on the battlefield.
    Trees should be planted with care.
    Otherwise, the precious young trees that have been raised with so much effort will wither away, and forests cannot be restored as early as possible. Every year trees are planted on such occasions as the Period of General Mobilization for Land Administration and the Tree-Planting Month in Spring. But the forests of the country show little signs of amelioration; it is because the survival rate of the transplanted trees is low as a consequence of their careless planting. It is important to plant many trees, and it is all the more important to plant them with care and increase their survival rate.
    A lot of people in several sectors are to be enlisted in tree-planting, so they should be given proper guidance to work according to technical regulations. It is necessary to inform the officials, service personnel, workers, students and other young people thus enlisted, of the specific planting methods, and make exacting demands on them so that they will plant trees according to technical regulations.
    After planting trees, it is important to manure and cultivate them properly.
    Young trees require much effort and care to grow into big ones. Technical regulations should be strictly observed in the processes of growing them such as watering, maturing and removing weeds and shrubs. It is necessary to regularly conduct the work of weeding out ailing and useless trees in time and planting other trees instead. A rigid system should be established whereby organs and enterprises take responsibility for the survival of the trees they have planted.
    It is important in the forest restoration campaign to lay out forests of economic value, forest reserves and scenic forests in a rational way. Afforestation should be done on the principles of planting the right trees in the right soil and in the right season and planting ten after felling one. Mixed forest and agroforestry should be actively introduced, and afforestation should be done by combining transplanting and natural regeneration appropriately to meet actual conditions.
    We should make great efforts to conserve the forests of the country.
    We should push forward this undertaking with a viewpoint that forest conservation precisely means protection of land, ecological environment and the economy. Just as the public health sector takes prophylactic measures to protect people against diseases, so we should conserve the forests on a regular basis to prevent damage to them.
    Random felling of trees in mountains must be prohibited.
    Now some people climb mountains and cut down trees to obtain firewood or timber without permission as they do not care a bit about the country's forests. Unauthorized felling of trees is tantamount to treachery. All the people on this land should treasure and protect even a blade of grass and a tree of their country. They should be encouraged to take part in forest conservation efforts in a manner befitting masters with a lofty sense of civic duty and law observance, so as to eliminate any practice of damaging forests.
    Pest control is important in conserving forests.
    To this end it is essential to intensify preventive observation of insect pests so as to detect their appearance and take measures in good time to preclude them from spreading. A mass-based pest control drive should be conducted from March to May every year. Damage by insect pests should be prevented by various methods such as applying biological and chemical pesticides or protecting and increasing the numbers of their natural enemies.
    Thoroughgoing measures should be taken to prevent damage from forest fire.
    Forest fire reduces to ashes in an instant forest resources created through long, painstaking efforts. The state should establish a system of watching forest fire, raising an alarm and mobilizing people, make necessary material and technical preparations for promptly putting out forest fire once it breaks out, and build fire belts as required by the regulations and maintain them on a regular basis. People may climb mountains in spring and autumn for collecting medicinal herbs or various other purposes; they should be educated to strictly observe the set order. In particular, scrupulous measures should be adopted against forest fire during the seasons when it may break out easily.
    In order to conserve forest resources, we should solve the people's problem of fuel.
    Positive measures should be taken to solve this problem, including creating forests for firewood in every place and increasing the production and supply of coal for the people's living. There are several units which have solved the fuel problem with biogas, fly ash or ultraanthracite. By actively popularizing their experience, we should ensure that all regions solve the fuel problem on any account by their own effort.
    Various sectors should take measures to use a smaller amount of timber so as to lower the degree of reliance on forest.
    We should direct close attention to developing forest science and technology.
    We can also successfully promote forest planting and conservation when we rely on science and technology.
    Forest science and technology institutes should study and solve scientific and technological problems arising in tree breeding and in forest planting and conservation. They should focus on breeding and widely proliferating good species of trees that are of economic value and suitable to the climatic and soil conditions of our country. Along with this, they should conduct scientific research for perfecting the methods of planting and tending trees as suited to the geographical features and actual conditions of our country. They should develop the method of planting trees all the year round. They should also solve the problems arising in creating forests in a prospective way and conserving and maintaining them.
    We should take measures to introduce and widely disseminate the global achievements of the advanced science and technology related to forest planting and conservation. As there are not many good species of trees in our country, we should bring in such trees from foreign countries and widely proliferate them after acclimatizing them. We should grow large numbers of the trees like P. strobes, which the General spoke highly of, and spread them across the country.
    We should be effective in disseminating forest science and technology among officials and working people. As all the people are enlisted in forest planting and conservation, they should know the methods of planting and tending trees of different species. Centres for disseminating science and technology have been laid out in various parts of the country; based on these centres, a brisk drive for disseminating forest science and technology should be waged to keep people abreast of the world trend of development of forest science and technology.
    In order to develop forest science and technology, we should build up the Academy of Forest Science. Some officials are now neglecting the work of building up the academy, claiming that the effort to develop forest science and technology does not pay off in a year or two. They should not do so. We should refurbish the Academy of Forest Science into a world-class academy. And we should build up the forest science institutes in provinces.
    We should tighten supervision and control over forest planting and conservation.
    Since a powerful national forest supervision organ has been organized in accordance with a measure taken by the Party, it should effectively conduct forest supervision and control in a unified way.
    We should intensify legal control over forest planting and conservation. If legal control is weak, violation of law may not be discontinued. The state should tighten legal controls over forest planting and conservation so that negative elements cannot appear. Random felling should be made a serious issue of whatever the unit concerned is and whoever the person concerned is. Units should be properly rewarded or punished according to their deserts with regard to forest planting and conservation. We should build up the ranks of forest rangers and enhance their sense of responsibility and role.
    As forest restoration is a long-term undertaking that is carried on with an eye for ten years hence, we should carry it through to the end with perseverance.
    We cannot achieve success in our effort for forest restoration if we work like a flash in the pan. Officials should cherish deep in their minds the General's aphorism that one should live not merely for today but for tomorrow, and persevere with forest planting and conservation regarding it as their constant task.
    The plan for forest restoration should not remain in figures or charts on a piece of paper. We should turn all the mountains into "gold mountains" covered with thick woods and thus show through reality that Korea does what it is determined to do.
    We should set forest restoration as a major task for the Party, the state and the army and forcefully push ahead with it by enlisting all forces and means.
    Forest restoration is an important political work for implementing the instructions of the President and the General and one of the greatest patriotic undertakings for the development of our country, our nation, and the prosperity of posterity. Because forest restoration is a very important undertaking, the Party ensured that its Central Committee, the DPRK National Defence Commission and the KPA Supreme Headquarters issued a joint resolution calling on the entire Party, the whole army and all the people to turn out in a dynamic forest restoration campaign, and strong headquarters for the campaign were organized.
    The entire Party, the whole army and all the people should be enlisted in the forest restoration campaign.
    Only when the whole country and all the people are involved, can the forest restoration campaign bear fruit. The whole Party, the entire army and all the people should turn out in the campaign as they conducted reconstruction after the war. "Let the entire Party, the whole army and all the people be enlisted in a vigorous forest restoration campaign!"–this is the militant slogan our Party puts forward today.
    The People's Army should take the lead in the campaign to restore forests.
    As in all other undertakings, it should play the vanguard role in this campaign. Political commissars of the army units at all levels should take direct charge of forest planting and conservation and push ahead with them.
    In the campaign the army and people should make concerted efforts to fully display the might of the great army-people unity.
    Mass-based movements should be launched to ensure the campaign a success.
    It is our Party's traditional method of work to propel the revolution and construction by means of mass-based movements. As they launched the Chollima Movement after the war, Party and working people's organizations should conduct vigorously the movement to create Forest of Socialist Patriotism and to win the title of Model County in Afforestation. Youth league organizations, in particular, should wage a movement to create Youth Forest and Children's Union Forest and tend them properly so as to lead all the youth and students to contribute to covering their home villages and mountains with forests.
    Information and motivation work should be launched vigorously to arouse the entire Party, the whole army and all the people in the forest restoration campaign.
    If we kindle all the service personnel and people with patriotism and enlist their spiritual strength through effective information and motivation work, there is nothing in the world we cannot perform. The biggest reserve in every undertaking is the spiritual strength of the masses. We should conduct an energetic information and motivation offensive to give fullest play to the spiritual strength of officials and working people.
    Kim Jong Il's patriotism should be displayed to the full in the forest restoration campaign. In the course of carrying on the campaign people's patriotism can be evaluated. It is said that a large number of trees have been planted annually in recent years, but creating forests is not progressing as it should; this shows that our people have not worked heart and soul, only paying lip service to their patriotism. Patriotism is a lofty spirit of valuing even a tree in the country and devoting one's sweat and sincerity to tending it, and one's patriotic feeling develops while he plants and tends even a tree by himself. All officials, service personnel, working people and youth and students should be encouraged to keep in mind that forest planting and conservation is one of the greatest patriotic undertakings for the future of the motherland, so that they can turn out in the forest restoration campaign with soaring patriotic enthusiasm.
    All sectors and all units should conduct frontline-style information and motivation work to ensure that the whole country brims over with revolutionary ardour and vigour as it did in the days of postwar reconstruction. Party and working people's organizations should conduct intensively and ceaselessly the information and motivation work related with forest restoration. Newspapers, broadcasts and all other means of information and motivation work should be enlisted.
    The forest restoration headquarters should improve their role. Whether or not the forest restoration campaign is carried on successfully in line with the Party's intention depends largely on their role. They should work out long-term, stage-by-stage and yearly plans properly, and make scrupulous arrangements and exercise effective command to carry out the plans. No deviations should be revealed during the campaign.
    Officials should stand in the vanguard of the forest restoration campaign. They should not just check statistics hanging around in their offices, but go out to the pulsating fields like the commanding officers of the People's Army and lead the masses in the campaign, shouting the order, "Forward after me!"
    As we have achieved one victory after another in the confrontation with the hostile forces including the US imperialists not firing a single shot, we should achieve a brilliant victory without fail in the forest restoration campaign to eliminate the aftermath of the Arduous March and hand down lasting wealth to posterity.
    I believe that our officials, service personnel, working people and youth and students, who have always been faithful to the calling of the Party, will turn out as one in the forest restoration campaign, a noble patriotic cause, in hearty response to the call of the Party Central Committee. -0-

    Pyongyang, February 27 (KCNA) -- The DPRK will wage a merciless sacred war against the U.S. now that the latter has chosen confrontation, says Rodong Sinmun Friday in an article.
    As the Obama group is escalating its smear campaign against the DPRK and ratcheting up harsh sanctions and pressure upon it and the group's war maneuvers against it are gaining in scope and strength, the army and people of the DPRK will intensify their counteraction of justice without limit, the article notes, and goes on:
    The U.S. imperialists' hostile actions against the DPRK have reached an extreme phase.
    The successive administrations of the U.S. have thrown stumbling blocks in the way of peacefully settling the issue of the Korean peninsula. The U.S. has pursued only a scenario to stifle the DPRK by force. It is busy whetting a sword of aggression, watching for a chance to swallow up the DPRK.
    Much upset by the fact that there may be a sign of detente on the Korean peninsula thanks to the DPRK's initiative and efforts to achieve peace this year, the U.S. is set to stage again Key Resolve and Foal Eagle joint military exercises.
    The army of the DPRK has never pardoned the enemies trying to hurt its dignity and social system.
    Nuclear weapons are not a monopoly of the U.S.

Kim Jong Un Publishes Work Calling for Turning Mountains of Country into Thick Woodland

Pyongyang, February 27 (KCNA) -- Marshal Kim Jong Un published work "Let Entire Party and Whole Army and All People Conduct a Vigorous Forest Restoration Campaign to Cover Mountains of Country with Woods" on Feb. 26.
    Saying the tree-planting day is just a few days off, Kim Jong Un recalled that President Kim Il Sung climbed Moran Hill on March 2, 1946 and unrolled a far-reaching plan to turn all the mountains into people's paradise in thick verdure by planting lots of trees.
    Leader Kim Jong Il advanced a plan to turn the whole country into thick woodland and greenery and worked heart and soul for it till the last moments of his life, Kim Jong Un said.
    Noting that bare mountains and earth-covered ones should never be handed to posterity, he stressed it is the firm determination and will of the Workers' Party of Korea to turn all the mountains of the country into mountains of treasure and gold clad in thick verdure in a decade to come, true to the intentions of Kim Il Sung and Kim Jong Il.
    Calling on the entire party and army and all the people to turn the mountains of the country into thick woodland through a vigorous campaign to restore forests, he specified tasks and ways for doing so.
    The campaign to restore forests is like a war with nature, he noted, underscoring the need to simultaneously push forward the work for creating forests and the work for conserving them.
    He said the work for creating forests should not be done in such a way as planting a few trees or transplanting overgrown trees in a ceremonial manner on the tree-planting day as what happened in the past but all people should turn out as one to plant trees and tend them after raising lots of saplings.
    The Central Tree Nursery and other tree nurseries should massively produce a variety of tree saplings of good species and it is necessary to plant trees qualitatively, he noted, and went on:
    As many people in various fields are mobilized for tree-planting, it is important to provide proper guidance to make sure that technical regulations are observed in planting trees.
    There should be a strict system whereby trees are taken care of in a responsible manner by organs, enterprises and units which planted them.
    Economic forests, forest reserves and scenic woods should be arranged in a rational way while conducting the campaign to restore forests.
    The work for protecting forests should be pushed forward from the standpoint that protection of forests precisely means the protection of land, ecological environment and economy.
    In order to protect forest resources, it is necessary to take positive measures to settle the fuel issue including the ones of creating firewood forests in regions and increasing coal production and supply for residents.
    Forest scientific research institutions should study and settle the scientific and technological issues arising in raising trees and creating and conserving forests.
    It is imperative to take steps for introducing the world's advanced science and technology on creation and protection of forests and widely disseminating them.
    The Academy of Forestry should be built up into the world's first-class academy. At the same time, forest science institutes in provinces should be built up well.
    The work for restoring forests should be tenaciously pushed forward as it is a long-term work which should be done, foreseeing ten years.
    Kim Jong Un said that the forest restoration campaign is an important political work to carry out the behests of Kim Il Sung and Kim Jong Il and the greatest patriotic work for the development of the country and the prosperity of the generations to come.
    He went on:
    "Let the entire Party, whole army and all the people be enlisted in a vigorous forest restoration campaign!" This is the militant slogan put up by the WPK at present.
    The Korean People's Army should take the lead in the forest restoration campaign and the army-people coordinated operation and the mass movement should be conducted positively.
    He stressed the need to dynamically conduct information service and agitation to arouse the entire party and army and all the people to the forest restoration campaign, increase the role of the headquarters of the campaign and for the officials to take the lead in the campaign.
    He expressed belief that officials, service personnel, working people and school youth and children would turn out as one in the forest restoration campaign, the noble patriotic cause, in hearty response to the appeal of the Party Central Committee. -0-

KCNA Commentary Blasts Japanese Dietman's Reckless Remarks over Central Hall of Chongryon

Pyongyang, February 26 (KCNA) -- Maehara, member of the House of Representatives from the Japan Democratic Party, at the House Budget Committee on Feb. 20 picked up the issue of the Central Hall of the General Association of Korean Residents in Japan (Chongryon) and charged it with "evasion of law".
    This was an intolerable and despicable act to stop Chongryon from using the hall by misleading the public opinion in Japan as it was revelation of an ulterior intention to prevent the long controversial issue from being smoothly solved.
    Maehara let loose such string of invectives at a time when everyone admits that the legal procedures and steps on the issue of the hall by Chongryon is not a breach of law. This makes one cast doubt about whether he has elementary thinking faculty as a human being, to say nothing of qualifications as a politician.
    He claims to have graduated from the law faculty of Kyoto University and held the post of foreign minister during the Democratic Party rule. But he found fault with the hall though it poses no problem from the legal point of view. This only proves that he is a political illiterate devoid of elementary international common sense and concept of law.
    The advance sale of the hall and its lease are a universal transaction pursuant to procedures recognized by law and, therefore, everything is done in a legitimate manner free from any "violation and evasion of law".
    Not only the legal circle but the political and media circles of Japan admit this.
    It is free for anyone to sell or lend a real estate which one purchased through auction. On the contrary, it is illegal to interfere in it without any justifiable reason.
    There were precedents in which purchaser of a real estate lent it to the debtor, its original owner, and such a precedent still exists at present.
    What merits a serious attention is that Maehara groundlessly attributed the bankruptcy of the Credit Association of the Korean Bank to the "remittance of funds to North Korea" and "the organized use by Chongryon of the DPRK", while crying out for tightening watch and investigation into it and demanding relevant data.
    This is an absolutely intolerable malignant accusation against the DPRK and Chongryon.
    As known, the bankruptcy of the Bank was caused because it failed to set up proper management strategy to cope with the bubble economy just as was the case with lots of banks and credit associations that went bankrupt in Japan.
    The then Prime Minister Koizumi on Dec. 2001 made it clear in a "reply to questions regarding the issue of Korean Bank operation fund" that "the government has not admitted the flow of fund to the North Korean authorities from the Credit Association of the Korean Bank and that there has not been information about a grant of fund."
    Even a "report by a person in charge of financial management" at the time of bankruptcy of the Bank mentioned insufficient counteraction and heavy loans but not the admittance of "organized use" when referring to the major causes of the bankruptcy.
    However, Maehara claimed that the "Resolution and Collection Corporation and the reserve insurance organization could seize lease fee by exercising all mandates and Chongryon should not be allowed to continue to use the Central Hall", a hysteric frenzy of a man steeped in bad blood towards the DPRK and Chongryon to the marrow of his bones.
    Such a despicable aim to physically deprive Chongryon, an organization defending the democratic national rights of Koreans in Japan, of the base for its activities and to stamp out the legitimate activities of Chongryon and Koreans in Japan can never be achieved.
    Maehara's reckless remarks reflect his foolish attempt to fuel atmosphere of bitterness towards the DPRK and Chongryon in the Japanese society, chill the climate of the DPRK-Japan inter-governmental talks and improve his clout as a politician from an opposition party.
    By nature, he is an imbecile political philistine bereft of any political idea and ability and is like a political migratory bird who stoops to any infamy to gain his popularity in the political camp.
    As for the issue of improving the relations between the DPRK and Japan, he blustered that "no chance should be given to the former."
    He is a henchman and war servant for the U.S. steeped in sycophancy toward the U.S. While extolling the U.S. as a "guardian of peace" and "stability" in the Asia-Pacific, he said the U.S. sub-critical nuclear test was not in contravention of the "Prague address" made by the U.S. chief executive and voiced "understanding of it".
    He was also forced to step down as foreign minister as he violated the laws and regulations on political funds which ban the acceptance of political fund from foreigners.
    Such a human reject questioned the DPRK-Japan inter-governmental talks while raising the Central Hall issue and made remarks chilling the atmosphere of the talks, a vivid manifestation of his sinister political purpose to check the advance of the DPRK-Japan relations.
    Explicitly speaking, Chongryon is a genuine overseas Koreans' organization active for defending and realizing the democratic national rights of Koreans in Japan, and the Central Hall of Chongryon is an inviolable base for its activities as it plays the role of foreign mission in the absence of diplomatic relations between the DPRK and Japan.
    Maehara had better face up to the trend of the times and stop such folly as hurting his image. -0-

Resolution on US germ warfare and CIA torture adopted by the UK KFA Meeting 26 February

This meeting has been called to expose the phony human rights campaign of US imperialism against the Democratic People’s Republic (DPRK) and to expose the real “human rights violator “the US itself so it may be indicted before the court of history for its crimes against humanity. The
“Human rights “campaign against the DPRK it is not just hypocritical But it also serves as a smokescreen to divert attention away from real Human rights  abuses  in the USA.
                       These are far numerous to list as the  USA is known for
Invading  many countries and also for racial discrimination and for phone tapping and electronic eavesdropping . It is rightly known as a “land barren of human rights “ . However the most serious human rights abuses  committed by the US were the use of germ warfare during the Korean war against the DPRK and the torture carried out by the CIA in the years  2001-2006 .
The US imperialists waged biological warfare in Korea in the 1950-1953 in violation of the Geneva Protocol. The use of biological weapons was confirmed by an International Scientific Commission which included the respected British scientist Professor Joseph Needham and also by confessions of captured US personnel . In carrying out biological warfare against the Korean people the US imperialists utilised the services of Japanese war criminal Shiro Ishii of the notorious Unit 731.

During the  Korean war the US carried out over 800 germ warfare sorties . The death toll from the US germ warfare ran into thousands . This was a barbaric crime that was much worse than those committed by Hitler in the second world. We believe it is high time for the US to stop covering this crime and  come clean finally about it.

Recently, the US senate issued a report opening to the world torture committed by the CIA over a long period . Of course the CIA had long been infamous for assassination, terrorism, dirty tricks and  interference . It earned notoriety as the shock brigade of US imperialism , Its role was exposed in the 1970s by a defector from the CIA Philip Agee. However under  the guise of the so-called “war on terror “  the CIA became a major human rights violator committing torture and detaining suspects without  trial.
 The CIA operated a network of secret prisons around the world  and indulging kidnapping and  “rendition “ as part of its Detention and Interrogation Programme and carried out torture of detainees. The programme authorized CIA officers to use extreme interrogation techniques, including sleep deprivation, water boarding , painful stress positions, dietary manipulation, walling, 'rectal rehydration' or rectal feeding, etc. These techniques were most barbaric.

Thus the US stands condemned and guilty for crimes against humanity. We demand that the UN Committee on Human Rights and other international bodies organise a full and proper investigation into these crimes committed by the US. The UN must act in a fair and impartial way and must not be afraid of the US.

The Association For the Study of Songun Politics UK and the Juche Idea Study Group issued the following joint statement to mark the 1st anniversary of "Let Us Hasten Final Victory Through a Revolutionary Ideological Offensive " by the dear respected leader Marshal KIM JONG UN ;

On the 25th of February it was one year since the dear respected leader Marshal KIM JONG UN made his speech to the 8th  Conference of Ideological workers of the great Workers' Party of Korea which was titled "Let Us Hasten Final Victory Through a Revolutionary Ideological Offensive". This was and is a most brilliant work that shows the way to win victory in the struggle for the final victory of socialism is to mount a bold and daring revolutionary ideological offensive. In the work dear respected Marshal KIM JONG UN declared that
"The one and only weapon for the Korean revolution that made its start empty-handed was a great revolutionary ideology. The revolutionaries of Korea rallied comrades and obtained weapons on the strength of the ideology; and on its strength they defeated imperialist powers and built a prospering socialism"
This is indeed a great truth and  a principle that should be adhered constantly. Only through powerful
ideological work that people can be motivated to perform greater miracles .

In view of the reactionary imperialist ideological offensive  against socialism that has been carried out over the past several decades and has recently become more and more intense. Dear respected
Marshal KIM JONG UN is a brilliant thinker who believes in the maxim "attack is the best form of
defence " and is putting this into effect on the ideological front. The work calls for not only smashing
the ideological and cultural infiltration of imperialism but for a most powerful ideological counter-attack to be launched against imperialist and bourgeois ideas.

The ASSPUK and JISGE hailed the publication of Let Us Hasten Final Victory Through a Revolutionary Ideological Offensive as it is a most powerful manifesto of KIMILSUNGISM-KIMJONGILISM. Moreover it shows the correct way to build socialism namely through ideological work rather than by certain other methods which have proved disastrous. The Korean revolution and People's Korea of Juche are marching forward under the glorious banner of the Red Flag whilst others have fallen by the wayside or even betrayed the cause of socialism.  The work "Let Us Hasten Final Victory Through a Revolutionary Ideological Offensive" is just like an ideological nuclear deterrent which will blast away imperialism and capitalism.

In the meaningful period, when we greeted the 40th anniversary of the proclaiming by the great Comrade
Kim Jong Il of modelling the whole society on Kimilsungism as the maximum programme of our Party, we are holding the Eighth Conference of Ideological Workers of the Workers’ Party of Korea.

Availing myself of this opportunity and in reflection of the unanimous wish of all the participants in this conference and all other members of the Party, I pay the noblest tribute to the great President Kim Il Sung, the founder and builder of the ever-victorious Workers' Party of Korea, and to the great General Kim Jong Il, the eternal General Secretary of the Party.
And on the occasion of this conference I extend, in the name of the First Secretary of the Workers' Party of Korea, warm thanks and militant greetings to the participants in the conference and all other ideological workers of the Party and primary information workers across the country, who have worked devotedly at workplaces and military posts, burning their hearts as buglers of the revolution and pathfinders of the times.
This conference convened on a scale unprecedented in the history of our Party will be a milestone of radical turn in exalting forever the brilliance of the imperishable exploits performed by the great President and the great General, who, holding the unfurled banner of the Juche idea, led the Korean revolution straightforward along the road resplendent with victory, in understanding and confirming once again the importance of ideological work and launching a vigorous ideological offensive as demanded by the developing revolution.
The most powerful weapon for a party that wages a revolution shouldering people's destiny is ideology, and it is its one and only weapon. Without ideology, a party cannot be founded nor can it exist, and its work and revolutionary struggle are inconceivable separated from ideological work. The bloodline of the revolution is defended and the revolution advances on the strength of ideology.
The one and only weapon for the Korean revolution that made its start empty-handed was a great revolutionary ideology. The revolutionaries of Korea rallied comrades and obtained weapons on the strength of the ideology; and on its strength they defeated imperialist powers and built a prospering socialism. We cannot see a revolution in the history of any country and of any party that, like our revolution, made its start with its definite guiding ideology and has turned ideology into a powerful force for a great struggle and transformation.
The whole course of the Korean revolution can be called a history of ideological work to give fullest play to the might of the truth of the revolutionary ideology of the President and the General.
In our revolution ideological work has always been the most important work, and a great tradition of ideological work was created in its first days.
Thanks to the wise leadership of the President and the General, who gave definite priority to ideological work and resolved all problems by enlisting the mental strength of the masses of the people in the whole course of their leadership of the Korean revolution, the revolution could etch only victory in its flag although it blazed the trail of history. By bringing about high tides in the mental strength of the service personnel and people, our Party has turned the trials decisive of the victory and defeat of the revolution and its advance and setback into great upswings of the revolution, and our revolution has achieved a great success whenever an upswing was effected in ideological work.
The Third Conference of Ideological Workers of the Workers' Party of Korea, which was held 40 years ago and where the great General proclaimed modelling the whole society on Kimilsungism as the maximum programme of our Party, is of special importance in the history of our Party that has opened a pivotal phase of the revolution on the strength of ideology.
That the General defined Kimilsungism as the guiding ideology of our Party and proclaimed modelling the whole society on that ideology as the maximum programme of our Party was a political event that clearly indicated the road for bringing the final victory of the Korean revolution closer and roused all the service personnel and people to achieving it.
The historic advance for modelling the whole society on Kimilsungism gave birth to a powerful political General Staff that has achieved oneness in ideology and leadership for the first time in the history of building a revolutionary party, to invincible revolutionary armed forces that march with the red flag of the Workers' Party as its first standard and to militant ranks united single-heartedly.
History clearly shows how a powerful country, which is independent, self-sufficient and self-reliant in national defence, has been built on this land where worship of big countries and dogmatism were rooted deep and a socialist fortress created, which remains unperturbed in the face of worldwide political upheaval and the imperialists' vicious moves for isolation and suffocation.
Today mankind is studying the great Kimilsungism-Kimjongilism to search for the road ahead of them. In every place of the globe the ideology centred on the masses, the revolutionary theory of independence, has become the spirit and banner of struggle of the people who aspire after genuine freedom and happiness.
Endless is the glory our service personnel and people enjoy for having waged the revolution for scores of years along the road indicated by the great ideology and in the country which is admired by the whole world and which gave birth to the ideology guiding the era of independence.
To hasten the final victory of the Korean revolution keeping up the banner of the great Kimilsungism-Kimjongilism is their faith and will and the wish of the times and history.
We must hold aloft modelling the whole society on Kimilsungism-Kimjongilism as the maximum programme of the Party and accomplish the Korean revolution without fail on the strength of ideology, on the strength of single-hearted unity.
The standard-bearers in the effort to model the entire Party and the whole society on Kimilsungism-Kimjongilism are ideological workers.
The success of not only the effort to transform all the members of society into advocates of Kimilsungism-Kimjongilism but the effort to transform all realms of social life as required by Kimilsungism-Kimjongilism depends on the success of ideological work.
You should ruminate once again on the deep reason why the General convened the conference of ideological workers and proclaimed in front of the Party information workers from across the country the programme of modelling the whole society on Kimilsungism.
We should spark off a struggle on the ideological front of the Party first and heighten the intensity of ideological work, so as to remarkably quicken the onward march of our revolution for modelling the whole society on Kimilsungism-Kimjongilism.
We have rich experiences of having forcefully propelled the historic march for modelling the whole society on Kimilsungism by dint of an intensive ideological offensive, and powerful forces and means of information and motivation work with which to stir up the whole country at once.
To hasten the final victory of the revolution by holding higher the ideological theory of Juche, a powerful weapon–this is the main spirit of this conference.
In view of the demands of the reality when modelling the whole society on Kimilsungism-Kimjongilism poses itself as the general task of the ideological work of our Party, the Party Central Committee advances the slogan, "Let Us Hasten the Final Victory through a Revolutionary Ideological Offensive!" before the Eighth Conference of Ideological Workers of the Workers' Party of Korea.
Firmly believing that all the participants in the conference and other ideological workers across the Party, aware of their honour and responsibility as the ideological standard-bearers in the effort to accomplish the cause of modelling the whole society on Kimilsungism-Kimjongilism, will give fullest play to the strength of our Party's revolutionary ideology and the inexhaustible mental strength of all the service personnel and people, I would like to speak about some problems arising in the sector of the Party's ideological work at present.
First of all, we should concentrate all efforts in the Party's ideological work on firmly establishing the Party's monolithic leadership system.
The objective of our effort to establish the Party's monolithic leadership system across the Party and society is to consolidate the unity and cohesion of the Party, the political General Staff of the revolution, and its fighting efficiency in all aspects, implement the instructions of the President and the General to the letter and realize our people's dreams and ideals at an earlier date.
Now is a crucial period when we have to break through the ordeals facing the revolution by rallying the service personnel and people more firmly around the Party and channel their patriotic enthusiasm, wisdom and resourcefulness to the utmost into stepping up the building of a thriving country.
The ideological system and leadership system for carrying out this historic task most scrupulously and perfectly is none other than the Party's monolithic leadership system.
The ideological work of our Party must naturally proceed from its basic task in the present period and direct its main effort to implementing it.
However, Party organizations are now revealing tendencies of paying only lip service to the work of establishing the Party's monolithic leadership system and engrossing themselves in paper work in this regard.
Although a Party-wide discussion of the documents on establishing the Party's monolithic leadership system was conducted and many study sessions, public lectures and oath-taking meetings held, they failed to detect and crush in advance the modern version of factionalist group which had formed within the Party.
Although there are our Party's great revolutionary ideology and absolutely correct lines and policies, Party organizations and excellent people, a factionalist group appeared within the Party again. Our ideological workers are partly to blame for this.
The identity of the modern version of factionalist group is that it was an ideologically degenerate entity which was outwardly overcome with fear for the pressure by the imperialists and inwardly contaminated with bourgeois ideology and culture.
The factionalist practice of challenging the Party's monolithic leadership system originates in ideological degeneration, and the renegades of ideology are bound to oppose the Party and the revolution in the long run.
Imbuing the Party and revolutionary ranks with one ideology–this is the seed and core of the effort for establishing the Party's monolithic leadership system.
The objective of the revolutionary ideological offensive for establishing the Party's monolithic leadership system is to make the great Kimilsungism-Kimjongilism and its embodiment, the Party's lines and policies, an element of unshakeable conviction of the masses of the people.
The revolutionary ideology of our Party has accorded with the aspirations and demands of the masses at all times, and there is no line and policy of the Party which they cannot understand and accept.
A breakthrough should be made in the ideological offensive by beginning with raising another strong wind across the Party of studying to be well versed in the immortal works of the President and the General and the documents of the Party, a library of Kimilsungism-Kimjongilism.
The works and documents are excellent textbooks for the education in the one and only ideology and a great encyclopaedia which comprehends our Party's lines and policies.
If they study them in a chronological order and in a systematic way, all Party members, other working people and service personnel can equip themselves firmly with the Juche idea, Songun idea,
Kim Jong Il's patriotism, the revolutionary traditions of our Party and class awareness and fully understand the lines and policies newly advanced by the Party.
What is important is to carry on the education work in a scrupulous manner so that everybody can be well-versed in the instructions the President and the General gave to their sectors and units and the Party's policies and make them a creed in their work and life.
It is necessary to explain to the masses the Party's policies for a given period in a logical and convincing way so that they can sympathize with them and accept them as their own by themselves. You should pay attention to informing people in easy terms of what they are eager to know and hear on the basis of the Party's policies and in the way you tell a thirsty person where he or she can drink water.
In the future, if everybody at a unit is as well informed of the Party's lines and policies as they are of their family affairs, the unit will be considered to have conducted ideological work efficiently and established the monolithic leadership system.
"Exceptions" must never be permitted in ideological work.
As a saying goes that even a rolling stone may gather moss, one is bound to degenerate when treated exceptionally. There may be some special tasks assigned by the Party, but "exceptions" cannot exist within our Party who are allowed to neglect their ideological life and be ignorant of its lines and policies. As for special units, ideological work should be strengthened further and they should be made steel-strong in the furnace of ideological struggle.
Ideological workers should be able to discern something alien, if any, at a glance at the eyes of others. They must use the ideological "scalpel" in time to root out the causes of such misdemeanors as arguing over the issues decided by the Party, undermining its leadership exploits covertly or overtly and breeding corruption within our ranks in contravention of our Party's and class principles.
It is important to conduct the work of imbuing the Party and revolutionary ranks with one ideology in close combination with the practical struggle.
Man's ideology is expressed in his practice and its outcome, rather than in his revolutionary rhetoric or pledge. He is a man armed with the Party's ideology as an element of his faith, who, though seldom speaking, carries out the plans and decisions of the Party Central Committee on the schedule set and the level demanded by it.
Endeavouring to implement the ideology of the Party and champion its policies–this is the clearest manifestation of one's loyalty to it and an important occasion to have the validity of its lines and policies as an element of one's faith.
The soldier-builders, who carried out their project on Masik Pass successfully last year, were determined to wage a death-defying struggle not to delay even for a moment the completion date proclaimed to the world by the Party Central Committee; they performed a miraculous feat of completing the project in one year, which was estimated to take ten, thus staunchly defending the prestige of the Party.
The on-site political work of the People's Army, which was a three-dimensional and offensive-style ideological work to inspire everyone from generals to privates with a single desire of fulfilling their Supreme Commander's order, serves as a good example in the ideological offensive to establish the Party's monolithic leadership system.
In implementing the instructions of the President and the General, the Party's new line of developing the two fronts simultaneously and its policies, all sectors and all units should make an ideological analysis and review of their failures and the causes for them. Then they should press on with the frontline-style information and motivation campaign to learn from the service personnel's spirit of carrying out their tasks even at the cost of their lives.
The main targets of the ideological offensive for establishing the Party's monolithic leadership system are the wrong ideological viewpoint and work attitude of the officials who give verbal support to the Party's policies but do not implement them immediately.
It is urgent to combat the ideological maladies of the officials who remain indifferent to the obstacles lying in the way of implementation of the Party's policies for their own sectors, units and regions, as well as to the difficulties facing the people in their living. The ideological education and campaign aimed at rooting out such undesirable ideological elements as defeatism, self-preservation, formalism, expediency, irresponsibility and self-centredness should be conducted with an appropriate methodology. The information and organization sectors of the Party should be scrupulous in working in close cooperation with each other, while the ideological campaign should be combined with legal actions to maximize its efficiency.
The soaring mental spirit of our service personnel and people, who, after liquidating the modern version of factionalist group, have hardened up their determination to follow the Party Central Committee invariably along the long road of revolution, should be fanned to flare up into flames of a great revolutionary upsurge.
Historically speaking, great victory was won in the Fatherland Liberation War after the purge of an anti-Party, counterrevolutionary factionalist clique following the Fifth Plenary Meeting of the Party Central Committee; the Chollima upswing was brought about in the course of eliminating the August 1956 factionalist group; and world-startling successes were achieved in the showdown with the United States and the socialist industrialization drive after the anti-Party revisionists were exposed and purged at the 15th Plenary Meeting of the Fourth Party Central Committee.
The Party's ideological front should actively encourage all Party members and other working people to follow in their forerunners' footsteps and become standard-bearers and meritorious workers in the struggle to champion the Party Central Committee by bringing about a revolutionary upsurge.
If all service personnel and people, rallied firmly around the Party, make substantial progress in socialist construction, those who are wavering for lack of confidence will be brought to their senses and the monolithic leadership system of the Party will be established solidly across the Party and society.
Another important task facing the ideological work of our Party is to raise a strong wind of ideological campaign to give an impetus to the struggle for defending socialism.
In the present era, as in the past, socialism represents the ideals of mankind, and it is an irreversible trend of the times.
We are now following the untrodden path of history as we risk the dignity of our independent people and the destiny of socialism in the struggle to repulse the imperialists' frantic attacks. Today the path of socialism and the inevitability of its victory depend on the struggle of the Korean revolutionaries.
In performing this honourable mission our Party and people have assumed for history, ideological workers, the red, hardcore elements of the Party, should become undying torchlight and loud bugles.
They should give Party members and other working people a clear understanding of the essence and character of the present struggle to defend socialism.
In the struggle we waged in defence of socialism in the 90s of the last century, we created a historic miracle of safeguarding our ideology and system against the allied imperialist forces' moves to isolate and stifle our country.
The ongoing struggle to defend socialism can be said to be aimed at prevailing over imperialism in all fields of social life by consolidating the victories and successes achieved so far and giving fullest play to the advantages and might of socialism.
Recently, our Party has put forward both the agricultural and scientific fronts as outposts for defending socialism. Its intention is to constantly remind our people that not only on the frontline where guns are levelled at each other but also in all other places where they live, they are engaged in invisible, fierce confrontation and competition against imperialists. If we, resting on our laurels and praising ourselves, do not give spur to the revolution and construction and thus fail to bring real benefits to the people, such socialism is doomed to lose its appeal.
We should build a thriving country at an early date by giving fullest play to the advantages and might of socialism, which capitalism can never imitate nor possess, so as to make socialism as different in all respects from capitalism as heaven is from earth.
A vigorous ideological campaign should be launched to demonstrate the might of great army-people unity on a higher level in building a thriving country.
The solid single-hearted unity of the army and people around the Party constitutes the cornerstone of our style of socialism and the great foundation in building a thriving nation. The eye-opening miracles which have been wrought recently in succession, shaking the land, mountains and rivers throughout the country are all fruition born of the great unity between the service personnel and people, their concerted efforts.
The People’s Army should, in the future, too, be the prime mover and pioneer in strengthening this great army-people unity. It should intensify information and motivation work geared to giving full play to the might of an army strong in ideology both in national defence and socialist construction. Party organizations and political organs in the army should ceaselessly create such terms of our era as the "Masikryong speed" by carrying forward the proud history of the revolutionary army which has proved with its indomitable revolutionary spirit that Korea's determination is just its materialization and reality, and civilian Party organizations should accelerate the work of learning from the revolutionary spirit and fighting style of the service personnel.
When the time comes when we have to fight an all-out life-and-death fight with the enemy, we should achieve its final victory on the strength of the great army-people unity, all-people resistance, based on the revolutionary soldier spirit.
All sectors and all units should launch a dynamic ideological offensive so as to make the flames of collective innovations flare up.
Our people have already gained a valuable experience of ushering in a heyday in socialist construction through an all-people, collective innovation movement in the 1970s, a decade of great changes.
In the 1970s when the country was resounding with the drumbeats of revolution and the bugle sounds for speed campaign, they brought about grandiose creation and changes unprecedented in the history of their country, while militarily coping with the large-scale war exercises staged by the US imperialists. It was during those days that our country abolished the taxation system for the first time in the world, enforced a universal 11-year compulsory education and rendered a colossal amount of assistance to the developing countries and the fighting peoples of the world.
It is the intention of our Party to carry on the building of an economic giant and a civilized state by bringing into play the might of socialism, the might of collectivism, as in the 1970s.
The flames of the movement of winning the title of O Jung Hup-led 7th Regiment and the three-revolution red flag movement should flare up more fiercely in the military and civilian units, respectively, and vigorous socialist emulation drives be launched among sectors, units and regions and by stages: by doing so, we should ensure that a strong wind of collective competition sweep the whole country.
At present our Party demands that all the military and civilian sectors create model units and, with them as the initial spark, kindle the flames of joint innovations. Ideological workers should pay attention to enlisting the creative zeal and activeness of the masses both in creating such units that advance ahead of the times and in organizing competition for overtaking them.
An ideological campaign against the abuse of authority and bureaucratism should be intensified to make all officials props that, sharing weal and woe with the masses, unite their collectives and reliable point-men in the mass innovation movement.
Efforts should be channelled into the information and motivation work for bringing into full play the spirit of self-reliance whose might has fully been attested in the severe trials of history.
We can say that the whole history of socialism of our own style boils down to self-reliance. In the days of building socialism by their own efforts, our Party and people underwent unprecedented ordeals and difficulties, but they were loaded with all honours they could not enjoy through the history of their nation spanning thousands of years. Had we abandoned the principle of self-reliance succumbing to the pressure by outside forces, the Juche-oriented socialism would not have been born on the earth and the name of our country would have suffered eclipse along with the collapse of the worldwide socialist system. On the track of self-reliance Chollima rose up on the ruins of war and such a miracle as the birth of a manufacturer and launcher of an earth satellite and nuclear state was wrought, a miracle of great significance in the national history.
Ideological workers should intensify education by means of the history of our socialist construction among officials and working people to clearly implant in them that self-reliance is the path of building a thriving nation.
Self-reliance is the spirit of national self-sustenance and the spirit of going beyond the cutting edge to lead the whole world with our efforts, with our resources and with our technology. It is necessary to steadily succeed the fighting spirit with which we made tractor and electric locomotive from scratch and the spirit with which we conquered space with our efforts and technology. We should undertake an information and motivation offensive to ensure that everyone turns out in the campaign to make everything of our country the assets of socialism that cannot be found elsewhere in the world, fully conscious that they must go beyond the cutting edge just in their own posts and workplaces. We should ideologically support the efforts to make a breach in imperialist manoeuvres to monopolize high technology, and make advanced science and technology our own.
It is important to actively encourage scientists and technicians to firmly defend their revolutionary positions in the grand march of self-reliance which is led by the locomotive, called "science and technology." Ideological workers should play a great role in creating the climate of attaching importance to science throughout society and making all people well-versed in science and technology.
We must launch an information offensive to ideologically and morally overpower the imperialist reactionary forces who are trying to stamp out socialism by all means.
Now the imperialists are hell-bent on a smear campaign to turn black into white and persisting in their attempts to infiltrate corrupt reactionary ideology and culture into our country with our service personnel and young people as the target, while clinging to manoeuvres to apply sanctions against our country and stifle it. Whereas the reactionary ideology and culture were their guide to aggression in the past, they are playing a leading part in aggression at present.
The struggle to defend socialism should be an offensive operation to, outwardly, gain political and ideological upper hand over the imperialists that hinder our onward movement and, inwardly, sweep up non-socialist practices and decadent ideology and culture by means of the revolutionary ideology and culture.
Ideological workers should dishearten the enemy by launching a skilful anti-enemy media warfare, radio warfare, which is aimed at giving wide publicity to the validity of our ideology and cause and at laying bare the vulnerability and foul nature of imperialists. They should make ideological "missiles" in larger numbers that can deal a heavy blow at the enemy and instil firm confidence in victory in our service personnel and people.
They should take the initiative in launching operations to make the imperialist moves for ideological and cultural infiltration end in smoke, while putting up "mosquito net" double and treble to prevent the viruses of capitalist ideology which the enemy is persistently attempting to spread from infiltrating across our border.
By nature, the working masses reject the bourgeois ideology and culture which preach the money-is-almighty principle and the law of jungle. We need to create and propagate larger numbers of wholesome and revolutionary works of art and literature, articles and presentations of our own style which contain the beautiful dreams and ideals of the masses and which brim over with national flavour, so as to make the people turn their backs on the bourgeois ideology and culture of their own accord. A decisive measure should be taken to use the Internet as a medium for giving publicity to our ideology and culture in order to cope with the enemy's moves to widely propagate their reactionary ideology and culture by misusing the latest scientific and technological achievements made by mankind.
The sector of ideological work and related units should work out elaborate plans for putting mass media and external publicity means on a modern and IT basis and make persevering efforts to carry them out.
The ideological work of the Party should be conducted in an aggressive manner.
Our Party's strategy and tactics in ideological work is to make the whole country seethe with a revolutionary leap forward by making the flames of ideological offensive flare up fiercely in the attack spirit of advancing against all odds.
The ideological position of our Party should be arranged in the form for attack, not for defence.
We should also conduct the ideological education aimed at imbuing the whole society with the red ideology of the Workers' Party in a proactive way, the political work aimed at calling forth the mental strength of all the service personnel and people as it is done on the frontline and the struggle to sweep away all shades of evil ideas and spirits at a lightning speed.
In order to conduct ideological work in an aggressive manner, it is necessary, above all, to root out the defeatist view revealed among ideological workers.
The ideological workers infected with such a view cannot take even a single step by themselves even if they are put forward in the van of the ideological offensive.
The "Yongil bomb spirit" created in the forest of Mt. Paektu and the do-or-die resistance spirit of Xiaowangqing and Chechangzi were not produced in ordinary days, and the legend of Chollima, the miracles of the speed campaign, the revolutionary soldier spirit and the Kanggye spirit were not born under more favourable circumstances than in the present days.
Comrades,
Defeatism in ideological work is more dangerous than that in economic work. The present ideological offensive must start with ridding ideological workers of defeatism.
Those engaged in ideological work in the birthplace of the Juche idea must not wait for a miracle to be wrought, but go purposefully amongst people carrying the weapon of ideology and become active doers and devoted creators who find solutions with them.
The posts of national defence, factories, farm villages and other places where you are working bear the imprints of examples of outstanding art of leadership set by the peerlessly great men who found in the simple opinions of the service personnel and people the best method of turning misfortune into a blessing and adversity into prosperity.
If you work with the history of revolutionary leadership of the President and the General as a textbook, you will find nothing you cannot understand and overcome in your work, and our Party's ideological work become literally an initial spark for kindling the flames of a leap forward.
In order to ensure a revolutionary ideological offensive a success, we should open the gunfire of an ideological campaign and fire the shells concentratedly, successively and at the right targets.
First of all, by enlisting all the forces and means already provided for information and motivational purposes, you should conduct ideological work in a flexible and intensive way.
When the Party puts forward a new line or policy, all the networks of education, public lecture and motivation work and mass media should be mobilized promptly to inform all the people, ranging from officials at the central organs to farmers in remote, mountainous villages, of it. The contents, forms, means and methods of ideological work should, to all intents and purposes, be geared and subordinated to carrying out revolutionary tasks. The forces and means for information and motivation work should be concentrated on the projects the Party attaches importance to, thus strongly beating the drum for kindling the fire of a fresh leap forward.
Ideological work should also ensure that all shades of evil ideas and spirits never make inroads into our ranks by giving uninterrupted publicity to the Party's intentions and leading a continuous advance of the ideological struggle.
It can be likened to removing falling snow on the runway by snow blower to prevent it from piling up. Ideological work should be conducted not like a flash in the pan and in the way a ceremony is held, but in a regular way regardless of time and place so that people can imbibe the Party's ideas the way they breathe air. An ideological campaign should be conducted without letup and intensively to sweep away alien ideological trends and lifestyles. To be strictly guarded against here is the repetition of the stereotyped speech and method.
It is also important to select the right targets of the ideological offensive based on an understanding of their preparedness, characteristics and ideological tendencies, and apply appropriate means and methods.
President
Kim Il Sung already said that work with people should be conducted in the way a mother does, as she uses different words when teaching her eldest son and youngest son though they are of the same blood. If the employees of their units number ten thousand, ideological workers should know the inner thought of each of them like their own palms and work with them with ten thousand methods.
The road of our revolution is not smooth, and every revolutionary front requires genuine and well-qualified ideological workers who have cherished the staunch revolutionary spirit in their hearts.
In fact, the forces of our Party’s information workers and primary information workers enrolled in the networks of education, public lecture and motivation work are great. If they, numbering tens of thousands, are well prepared, we can form an elite corps and if we have such a contingency, we will have nothing to be afraid of and out of reach of our strength.
Of his revolutionary soldiers, the great General treasured and loved most dearly those who are defending the ideological front, and led and encouraged them at every step, saying that a film or an article is as powerful as several thousand tons of food grain or tens of thousands of gun shells.
The ideological workers of our Party have assumed a heavy task.
Each of them should become a person strong in ideas and faith, whom the enemy fear more than they do the forces of a division or a corps.
Although simple and modest in appearance they always burn their hearts with the Party's intentions and are enthusiastic for the revolution and struggle–this is the feature our Party thinks ideal for information workers. Ideological workers should be true revolutionaries who never give up the Party's principle of ideological work in any adversity. They should have the passion of covering long distance in one night to inform people of the Party's intentions and burning the midnight oil for several days to study the Party's policies and learn knowledge and technology.
Having a proper outlook on people is a vital requirement for ideological workers who have to make them open their minds.
The information workers of our Party should be true sons and daughters of people who learn from the latter before teaching them and highly appreciate their efforts. To this end, they should remember first whenever they approach them that they stand before the great people whom the President and the General believed as in heaven and regarded as their teachers all their lives.
Love and respect for the labouring people emanate from the spirit of loving labour. Our officials should mingle with the masses, their hands stained with grease and their shoes with earth, and be proud of it.
The President and the General performed great exploits for people all their lives, but left nothing for themselves.
Regarding the ideas and trust of the Party as the wealth of their lives, ideological workers should find the worth of living in informing as many persons as possible of the Party's policies and having collective innovations brought about at the units under their charge. A genuine ideological worker is the person who values more than nuggets of gold the excitement he or she feels when people are eager anytime to be informed of the Party's intentions and when they support the Party's policies with all their hearts.
When the Party's intentions are informed and revolutionary songs and hurrah for the Workers' Party and socialism resound wherever our Party's ideological workers go, it will be a great encouragement to the Party.
The entire Party should become information and motivation workers, and all officials should conduct political work.
Whether they are Party, administrative, economic or primary officials, they should hold it as the main key to motivate the mental strength of the masses, and direct due efforts to it. In particular, chief secretaries of provincial, city and county Party committees and senior Party officials of all sectors and all units should put the ideological work under their personal control and conduct it with all sincerity and with much effort.
In the 1970s all the officials, under the leadership of the Party, used to go down to their subordinate units with rucksacks on their backs like the anti-Japanese guerrillas had done, rouse people as required by the Chongsan-ri spirit and Chongsan-ri method and bring about innovations. This vibrant spirit should prevail throughout the country.

The revolutionary task facing us are enormous and the situation remains as severe as ever. However, we should leap forward to bring the future closer and make a ceaseless advance while struggling.
As soon as you leave the venue of this conference, you should go amongst the service personnel and people to inform them of the intention of the Party Central Committee and take up the starting positions of ideological offensive with a fresh determination.
I stress once again: The more vibrantly the ideological front seethes, the more fully the mental strength of the masses will be demonstrated, and the more the service personnel and people are roused, the faster the revolution will advance.
I firmly believe that all our ideological workers, including the participants in this conference, will become political workers of the type of the great Comrades
Kim Il Sung and Kim Jong Il and make the whole country seethe and transform the entire army along revolutionary lines, thus hastening the final victory. -0-
